
Let’s start with the big picture. Separation is the heart of what an air traffic controller does. The whole point of the ATC service is to prevent collisions between aircraft, and separation is the tool we use to make that happen.
The rules for how we separate aircraft come from ICAO PANS Document 4444. That’s the Procedures for Air Navigation Services — Aircraft Operations, and it’s where the separation methods and the separation minima are stipulated. So when I say "separation minima," I mean the defined standard to which separation is applied — the minimum distance, vertically or horizontally, that must exist between two aircraft.
Now, separation can be one of three types. Vertical separation, which is altitude — one aircraft above another. Horizontal separation, which is distance along the ground or laterally. And composite separation, which is a mixture of both. We’ll get into the details of composite in paragraph 16.3, but for now, just know it’s a combination of vertical and horizontal.
Separation isn’t just about collision avoidance, though that’s the primary requirement. It’s also applied to achieve spacing between aircraft to counter the effects of wake vortices — the turbulence left behind by a large aircraft — and to facilitate timed arrivals and departures from busy aerodromes. So separation serves three purposes: prevent collisions, manage wake turbulence, and keep traffic flowing smoothly at busy airports.
Now, where is separation applied? It’s not applied everywhere. It’s applied between all flights in Class A and Class B airspace. In Class C, D, and E airspace, it’s applied between IFR flights — that’s Instrument Flight Rules. In Class C airspace, it’s also applied between IFR flights and VFR flights — Visual Flight Rules. And it’s applied between IFR flights and special VFR flights, and between special VFR flights when so prescribed by the appropriate ATS authority — that’s the Air Traffic Services authority.
There’s an important note here. IFR flights in VMC — Visual Meteorological Conditions — during daylight hours in Class D and E airspace may be cleared to climb and descend whilst maintaining own separation. So in those conditions, the controller can clear an IFR flight to climb or descend, and the pilot is responsible for maintaining separation from other traffic. That’s a specific exception, and it only applies in daylight, in VMC, in Class D and E airspace.
Now let’s talk about minimum separation. The rule is this: a clearance will not be given to execute any manoeuvre that would reduce the spacing between two aircraft to less than the separation minimum applicable. So if two aircraft are already at the minimum, the controller cannot clear one to turn or climb or descend in a way that would bring them closer.
But here’s the key point — larger separations than the specified minima will be applied whenever wake turbulence or exceptional circumstances such as unlawful interference call for extra precautions. So the minimum is the floor, but it’s not always enough. If there’s a heavy aircraft ahead, or if there’s a threat like unlawful interference — a hijacking — the controller applies more separation than the minimum.
And finally, there’s a critical rule about maintaining separation. Whenever the type of separation or minimum used to separate two aircraft cannot be maintained, action shall be taken to ensure that another type of separation exists, or is established, when the previously applied separation is lost. So if you’re using vertical separation and one aircraft can’t maintain its altitude, you must immediately establish horizontal separation, or some other type, before the vertical separation is lost. You never let two aircraft be without some form of separation.
Let me show you a figure that illustrates the ICAO level occupancy standard — this is the vertical separation concept in action. So to sum up: separation is vertical, horizontal, or composite. It’s applied to prevent collisions, manage wake vortices, and facilitate busy airport operations. It applies in specific airspace classes and between specific flight types. The minimum is never to be reduced by a manoeuvre, larger separations are used when conditions demand, and if one type of separation can’t be maintained, another must be established immediately. That’s the foundation of separation.
