
I want to walk you through the conduct of the flight during an unlawful interference event, and then the security provisions for aerodromes. This is the security chapter, and it's dense, so let's take it piece by piece.
First, the conduct of the flight. When an aircraft is subject to unlawful interference — that's the professional term for hijacking or any act of interference — the ATS unit, the Air Traffic Services unit, has a specific set of duties. These are actions they take without expecting a reply from the aircraft. That's a critical point: the aircraft may not be able to respond, so the ground side must act autonomously.
The first duty is to monitor and plot the progress of the flight with the means available. That means tracking the aircraft's position using whatever radar, or other surveillance, they have. And they must co-ordinate transfer of control with adjacent ATS units — the neighbouring air traffic services — without requiring transmissions or other responses from the aircraft. Unless, of course, communication with the aircraft remains normal. So the default is: assume the aircraft can't talk, and hand it off between sectors seamlessly.
Next, they must inform, and continue to keep informed, appropriate ATS units, including those in adjacent flight information regions, which may be concerned with the progress of the flight. A flight information region is the airspace for which a particular ATS unit is responsible. So if the aircraft is heading into another region, that unit needs to know.
Now, there's a note here that's important. In applying this provision, account must be taken of all the factors which may affect the progress of the flight, including fuel endurance and the possibility of sudden changes in route and destination. Fuel endurance is how long the aircraft can stay airborne on its remaining fuel. The objective is to provide, as far in advance as is practicable in the circumstances, each ATS unit with appropriate information as to the expected or possible penetration of the aircraft into its area of responsibility. So the goal is early warning — give each unit as much notice as possible that the aircraft may enter their airspace.
Then there's a notification duty. The ATS unit must notify three parties. First, the operator or his designated representative — that's the airline or the person they've nominated. Second, the appropriate RCC — that's the Rescue Co-ordination Centre — in accordance with appropriate alerting procedures. And third, the designated security authority. It's assumed that the designated security authority and/or the operator will in turn notify other parties concerned in accordance with pre-established procedures. So the ATS unit's job is to trigger the chain, and the security authority and operator carry it forward.
Finally, the ATS unit must relay appropriate messages, relating to the circumstances associated with the unlawful interference, between the aircraft and designated authorities. So they act as the communication bridge — passing information between the aircraft and the authorities on the ground.
Now let's move to the aerodrome side. This is extracts from Annex 14 — Aerodromes. First, the isolated aircraft parking position. This is a designated position for the parking of aircraft subject to unlawful interference. The position shall be never less than 100 metres from other parking positions. And it is not to be over underground utilities such as gas and aviation fuel, and where feasible, electrical or communications cables. So you park the hijacked aircraft away from everything, and you make sure it's not sitting on top of buried fuel or gas lines — that's a safety and security measure.
Then there are taxi instruction considerations. When issuing taxiing instructions, ATC — Air Traffic Control — must abide by three considerations. First, the aircraft is to remain as far away from other aircraft and installations as possible. Second, the taxi route must be specified to the pilot — so the pilot is told exactly which route to take. And third, the taxi route shall be selected with a view to minimizing any security risks to the public, other aircraft, and installations. So the route is chosen deliberately to keep the threat contained.
Let me pull together the whole picture. In an unlawful interference event, the ground side works without expecting the aircraft to respond, tracks it, hands it off between units, warns neighbouring regions, notifies the operator, the Rescue Co-ordination Centre, and the security authority, and relays messages. On the ground, the aerodrome has a designated isolated parking position — at least 100 metres from other parking, not over gas or fuel utilities — and taxi instructions are given to keep the aircraft as far from others as possible, with a specified route chosen to minimise security risk.
