So you have three things a vehicle must yield to: an emergency vehicle, an aircraft in motion or about to move, and — per local regulations — other vehicles. That last one is deliberately left to local rules, because apron layouts and traffic patterns vary from aerodrome to aerodrome. Now, ground servicing of aircraft. This is about the safety net that must exist whenever you're servicing an aircraft on the ground. The regulation requires that fire extinguishing equipment suitable for at least initial intervention in the event of a fuel fire, and personnel trained in its use, shall be readily available during the ground servicing of an aircraft. So two things must be present: the right extinguishing equipment — sized and rated for at least the first response to a fuel fire — and trained people who can actually use it. And there must be a means of quickly summoning the rescue and fire fighting service in the event of a fire or a major fuel spill. So you need both the immediate capability to act and the ability to call in the full fire service fast. Then there's a specific scenario that tightens the rules further: when aircraft refuelling operations take place while passengers are embarking, on board, or disembarking. In that situation, ground equipment must be positioned so as to allow two things. First, the use of a sufficient number of exits for expeditious evacuation — meaning the equipment can't block the doors you'd need for a quick evacuation. Second, a ready escape route from each of the exits to be used in an emergency — so from every exit that could be used, there has to be a clear path out. The whole point is that if a fuel fire starts while passengers are on board, you haven't boxed them in with ground equipment. Let me tie this together. The emergency vehicle rule is about priority and right-of-way on the surface — who yields to whom. The ground servicing rule is about preparedness — having the fire-fighting capability and the escape paths in place before and during servicing. Both are about protecting people and aircraft on the ground, and both are written as hard requirements, not recommendations. One thing I want to make sure you carry forward: the phrase "at least initial intervention" for the fire extinguishing equipment. That's a deliberate minimum — the equipment must be capable of at least starting to fight a fuel fire, and the trained personnel must be there to use it, while the means to summon the full rescue and fire fighting service covers the escalation. It's a layered defence: immediate action, then rapid reinforcement.
