Let's begin with the introduction. The whole point of marking and lighting obstacles is to reduce hazards to aircraft by indicating their presence. But here's the critical first lesson: marking and lighting an obstacle does not necessarily reduce the operating limitations that the obstacle imposes. In other words, we paint it and light it so you can see it and avoid it, but the obstacle still physically limits how much runway you can use for take-off and landing, and it still limits the weather conditions you can operate in. The visual aids are about awareness, not about removing the physical threat.
Now, who is responsible for this? The responsibility for marking and lighting obstacles on or near aerodromes must be determined between the aerodrome licensee and the owners of the structures. But there's a hard rule: licensees are responsible for the marking and lighting of all obstacles on the movement area, irrespective of ownership. So even if a building on the movement area belongs to someone else, the aerodrome licensee is the one who must ensure it's marked and lit.
Why do we care so much about identifying obstacles? During the establishment of instrument approach and departure procedures, obstacles are identified to allow the calculation of operating minima and obstacle clearance height or altitude. So the survey of obstacles directly feeds into the numbers that tell you how low you can go and how much clearance you have.
The treatment in this chapter is concerned with identification and marking of obstacles on and in the vicinity of aerodromes, which may be collision hazards to local flying and en route operations. And here's a key point: obstacles inside and outside the aerodrome boundary may result in limitations on the distance available for take-off and landing, and on the range of meteorological conditions in which operations can be undertaken. So an obstacle outside the fence can still restrict your take-off distance and your weather minima.
For these reasons, certain areas of local airspace must be regarded as integral parts of the aerodrome environment. The degree of freedom from obstacles in these areas is as important in the granting and retention of an aerodrome licence as the more obvious physical requirements of the runways and their associated runway strips. So when the authority decides whether to grant or keep an aerodrome licence, they look at obstacle-free airspace just as seriously as they look at the runway surface itself.
Now we come to a specific definition: the Obstacle Identification Surface, abbreviated OIS. Aerodrome obstacles are those obstacles that protrude through the OIS out to a distance of 15 km from the aerodrome. So we have an imaginary surface, and any obstacle that pokes up through that surface, within 15 kilometres of the aerodrome, is classified as an aerodrome obstacle. These obstacles are determined by survey and are detailed in the aerodrome documentation.
Let me make sure you've got that distance locked in: 15 kilometres from the aerodrome. That's the boundary for what counts as an aerodrome obstacle for this purpose. And the obstacles are found by survey — you physically go out and measure what's there — and then they're recorded in the aerodrome's documentation.
So to summarise this introduction: marking and lighting is about hazard indication, not limitation removal; the licensee owns the marking duty on the movement area; obstacles feed into operating minima and obstacle clearance; and the OIS defines what counts as an aerodrome obstacle within 15 km, found by survey. That's the foundation we'll build on as we go into the visual aids for denoting obstacles.
