Let's pick up with the Rescue and Fire Fighting service — the RFF. This is the part of the aerodrome that exists for one reason: to save lives and fight fires after an accident. And the whole design of this service is driven by one number — the response time. So, 22.21, Response Time. The operational objective of the RFF service is to achieve a response time of not exceeding 3 minutes. That's the target: no more than three minutes. And that three-minute clock applies to two places — the end of each runway, and any other part of the movement area. The movement area, remember, is the part of the aerodrome used for taxiing, take-off and landing — the runways and taxiways. So the RFF must be able to reach the far end of any runway, and anywhere on the movement area, within three minutes. But here's the critical part — what exactly counts as "response time"? It's not just when the vehicle arrives. The definition is precise: response time is the time between the initial call to the RFF service, and the time when the first responding vehicle is in position to apply foam at a rate of at least 50% of the discharge rate specified. So the clock starts when the call goes out, and it stops only when that first vehicle is actually in position, ready to discharge foam at half the specified rate or better. Arriving isn't enough — the vehicle has to be set up and capable of delivering foam at that minimum rate. That's the professional standard. Now, that three-minute target is set for optimum conditions — optimum visibility and surface conditions. The excerpt is explicit about that. And it says that to meet the operational objective as nearly as possible in less than optimum visibility, it may be necessary to provide guidance for the RFF vehicles. In other words, when visibility is poor, the drivers may need help — guidance — to find their way and still get there in time. Next, 22.22, Emergency Access Roads. These should be provided on an aerodrome where terrain conditions permit their construction, so as to facilitate achieving minimum response times. So the roads exist to help the RFF meet that three-minute target. Particular attention should be given to providing ready access to approach areas up to 1000 m from the threshold — that's one kilometre from the threshold — or at least within the aerodrome boundary. The approach area is the airspace and ground before the runway threshold, where an aircraft on approach is low and could crash. So the emergency access roads need to reach out toward those approach areas. And where a fence is provided, the need for convenient access to outside areas should be taken into account — because the accident might happen beyond the fence. There's also a note: aerodrome service roads may serve as emergency access roads when they are suitably located and constructed. So you don't necessarily need separate dedicated roads — existing service roads can double as emergency access, provided they're in the right place and built to the right standard. Then 22.23, Fire Stations. All RFF vehicles should normally be housed in a fire station. That's the home base. But here's the key point: satellite fire stations should be provided whenever the response time cannot be achieved from a single fire station. So if one station can't cover the whole aerodrome within three minutes, you add satellite stations closer to the far areas. The fire station should be located so that the access for RFF vehicles into the runway area is direct and clear, requiring a minimum number of turns. Think about that — every turn costs time and slows the vehicle, so the station is positioned to give a straight, clear run onto the runway area. And finally, a very interesting point: providing the response time can be met, the fire station need not be within the aerodrome confines. So the station doesn't have to be on the aerodrome property at all — as long as it can still meet that three-minute response time, it can be located off the aerodrome. Let me just tie it together. The whole RFF system — the response time target of three minutes, the emergency access roads reaching out to the approach areas, the fire stations and satellite stations — it's all one integrated design. The roads get the vehicles there, the stations position them, and the three-minute target defines whether the design works. And remember, that three-minute clock only stops when the first vehicle is in position to apply foam at at least 50% of the specified discharge rate. That's the standard you'll be expected to know.
