Let’s pick up right where we left off. We were just talking about the fire station and the minimum number of turns it needs to be able to make. The key point there is that the fire station doesn’t have to be physically inside the aerodrome boundary, as long as it can meet the response time specified in paragraph 22.20. That response time is the critical constraint — it’s what drives where the fire station can be located. Now I want to move on to a different set of services, the "Other Aerodrome Services," starting with the Apron Management Service. This is a distinct function, and I want to be very clear about what it is and what it isn’t. The Apron Management Service is not the same as Ground Control. Don’t confuse the two. Ground Control is an air traffic control function; the Apron Management Service is a separate service that manages activity on the apron itself. When is this service provided? It should be provided when it’s warranted by the volume of traffic and the operating conditions. So it’s not mandatory everywhere — it’s triggered by how busy the apron is and how complex the operations are. When it is provided, it can be run by one of three entities, or a combination of them: it can be provided by an aerodrome ATS unit — that’s the air traffic services unit — or by the aerodrome operating authority, or by a co-operative combination of both. So you can have a joint arrangement where the ATS unit and the operating authority work together to run the apron management. Now, here’s an important distinction. When commercial operations provide the Apron Management Service, they also provide a whole package of ground services. That package includes refuelling, de-icing, baggage handling, cargo handling, and passenger transportation — specifically where buses are used to move passengers. So the commercial operator that runs the apron management is also the one handling the fuel, the de-icing, the bags, the cargo, and the passenger buses. There’s a coordination requirement here. When the aerodrome control tower does not participate in the apron management service, procedures need to be established to facilitate the orderly transition of aircraft between the apron management unit and the aerodrome control tower. In other words, there has to be a defined handoff process so that an aircraft moving from the apron into the controlled movement area does so smoothly and safely. Let me walk you through the typical departure sequence, because this is where it all comes together in practice. When the flight is ready to depart, the pilot calls Ground Control and requests engine start. Now, this request serves two purposes. First, it’s a literal request to start the engines. But second — and this is important — it also notifies ATC that, administratively and from an engineering point of view, the flight is ready to commence. So it’s a dual-purpose call: it’s both a physical request and a formal notification of readiness. At that point, the tug would be coupled to the aeroplane, and the crew chief would be on the external intercom. The crew chief is the person on the ground coordinating the pushback. The pilot would then request "push back." When that’s approved, the aircraft moves out onto the taxiway. At the same time, the engines are started. When the flight deck crew is satisfied that all is well — meaning the engines are running properly and everything checks out — the tug is disconnected and the nose-wheel steering is reconnected. Once that’s done, the crew chief confirms that all panels are secure and that he is now unplugging his intercom lead. So that’s the full sequence: engine start request, pushback request, pushback, engine start, tug disconnect, nose-wheel steering reconnect, panel check, and intercom unplug. Now, there are some hard requirements on the Apron Management Service itself. It shall be provided with radiotelephony communications facilities. That’s a mandatory requirement — the service must have radio communications. There’s also a restriction during low visibility procedures. When low visibility procedures are in effect, persons and vehicles operating on the apron shall be restricted to the essential minimum. So in poor visibility, you cut apron activity down to only what’s absolutely necessary. There’s also a monitoring requirement. An aircraft stand shall be visually monitored to ensure that the recommended clearance distances are provided to an aircraft using the stand. So someone has to watch the stand and make sure the aircraft has the proper clearance distances around it. Finally, let me give you the stated purpose of the Apron Management Service. It has two main objectives. First, it regulates movement with the objective of preventing collisions — both between aircraft, and between aircraft and obstacles. So it’s a collision-avoidance function on the apron. Second, it regulates the entry of aircraft into the apron, and co-ordinates the exit of aircraft from the apron, with the aerodrome control tower. So it manages the flow in and out, in coordination with the tower. That’s the Apron Management Service in full.
