Let me begin with the big picture. The airspace over the North Atlantic Ocean, between latitudes 35 degrees North and 70 degrees North, is some of the most heavily flown airspace in the world. That might surprise you, because when you look at a map it seems like a vast empty ocean. But the reality is very different. There can be up to 300 aircraft over the ocean at the same time, and more than 425,000 commercial aircraft alone cross that airspace every year. And it's not just scheduled passenger flights — we share that sky with airfreight operators, military aircraft, and long-range general aviation traffic. The airspace itself is enormous, about 6 million square miles, so you might think the chance of seeing another aircraft is remote. But the actual situation is dramatically different, and that's why we have special procedures. By agreement between the states that border the North Atlantic — that's Canada, the United States, Iceland, Greenland, Norway, the United Kingdom, Ireland, France, Spain, and Portugal — the ICAO North Atlantic Region, abbreviated as the NAT region, was established. Its purpose is to provide a framework for solving the problems that come with transoceanic operations. Within that NAT region, there is a specific area over the ocean and northwards toward the North Pole that has been designated as airspace where a minimum standard for air navigation has been specified. That is what we call the NAT Minimum Navigation Performance Specification Airspace, or MNPSA. So MNPSA is the airspace where your aircraft's navigation performance must meet a certain minimum standard to be allowed in. ICAO publishes two key documents for this region. The first is Doc 7030, which contains the NAT Regional Supplements. The second is the North Atlantic MNPS Airspace Operations Manual, often called the NAT MNPSA OM, which covers the specific procedures for operating in that airspace. Now, why is all this necessary? The problems are threefold. First, there's the economic requirement: traffic needs to fly between North America — mainly the United States and Canada — and Europe. The majority of that traffic is scheduled passenger operations, and it falls into distinct flow patterns. We'll get into those patterns and the specific procedures as we go further. Let me show you the geography we're talking about. That figure gives you a visual of the NAT airspace. You can see the boundaries and the scale we're dealing with. So to summarise what we've covered so far: the North Atlantic airspace between 35N and 70N is extremely busy, with up to 300 aircraft at a time and over 425,000 commercial crossings per year. The bordering states established the ICAO NAT region to manage transoceanic operations. Within that region, the airspace over the ocean and toward the North Pole is designated as MNPSA, where a minimum navigation performance standard applies. ICAO provides the rules through Doc 7030 and the NAT MNPSA Operations Manual. The core challenge is economic — moving high volumes of traffic efficiently between North America and Europe in distinct flow patterns.
