
I want to walk you through the regulatory side of fire protection now — specifically the EU-OPS requirements that govern what safety equipment must be carried on an aeroplane. This is the extract from EU-OPS Subpart K, and it's the legal backbone for protective breathing equipment and hand fire extinguishers. Let's start with the scope, because that's where the regulation draws its line.
OPS 1.780 is the rule for crew protective breathing equipment — we call it PBE. The regulation says an operator shall not operate a pressurised aeroplane, or an unpressurised aeroplane with a maximum certificated take-off mass exceeding 5 700 kg, or having a maximum approved seating configuration of more than 19 seats, unless certain equipment is carried. So there are two thresholds here: either the aeroplane is pressurised, or it's unpressurised but heavy enough or big enough. If it's unpressurised, the trigger is a take-off mass above 5 700 kilograms, or a seating configuration of more than 19 seats. Meet any of those conditions, and the rule applies.
Now, what does it require? First, equipment to protect the eyes, nose and mouth of each flight crew member while on flight deck duty, and to provide oxygen for a period of not less than 15 minutes. So the PBE must cover the face — eyes, nose, mouth — and supply breathing gas for at least a quarter of an hour. The supply for that PBE may come from the supplemental oxygen already required by OPS 1.770 (b)1 or OPS 1.775 (b)1 — so the regulator lets you draw on the oxygen you're already carrying for other purposes.
There's a second part to that first requirement. When the flight crew is more than one and a cabin crew member is not carried, you must carry portable PBE to protect the eyes, nose and mouth of one member of the flight crew and provide breathing gas for not less than 15 minutes. So if you've got two pilots and no cabin crew, you need a portable unit for one of them.
Then the second main requirement: sufficient portable PBE to protect the eyes, nose and mouth of all required cabin crew members, again with breathing gas for not less than 15 minutes. So every required cabin crew member gets their own portable PBE.
Now the placement rules. PBE intended for flight crew use must be conveniently located on the flight deck and easily accessible for immediate use by each required flight crew member at their assigned duty station. PBE intended for cabin crew use must be installed adjacent to each required cabin crew member duty station.
There's also an additional portable PBE requirement — an extra, easily accessible unit that must be located at or adjacent to the hand fire extinguishers required by OPS 1.790 (c) and (d). But there's an exception: where the fire extinguisher is located inside a cargo compartment, the PBE must be stowed outside but adjacent to the entrance to that compartment. So you don't put the PBE inside the cargo hold with the extinguisher — you keep it just outside the door.
And one more operational constraint: PBE while in use must not prevent communication where required by OPS 1.685, OPS 1.690, OPS 1.810 and OPS 1.850. So the mask can't stop you talking on the intercom or radio when those regulations demand communication.
Now let's move to OPS 1.790 — hand fire extinguishers. The rule here is that an operator shall not operate an aeroplane unless hand fire extinguishers are provided for use in crew, passenger and, as applicable, cargo compartments and galleys. So the extinguishers must be placed where people actually are — crew, passengers, and where relevant, cargo compartments and galleys.
The key requirement is in paragraph (a): the type and quantity of extinguishing agent must be suitable for the kinds of fires likely to occur in the compartment where the extinguisher is intended to be used. So you don't just grab any extinguisher — you match the agent to the fire risk in that specific compartment. And for personnel compartments — where people are — the extinguishing agent must minimise the hazard of toxic gas concentration. That's a critical safety point: the agent itself must not poison the occupants when it's discharged.
So the whole picture here is about matching equipment to risk and location, with a hard 15-minute breathing gas minimum for every PBE, and careful placement so the gear is immediately reachable when a fire breaks out. That's the regulatory framework.
