Let’s start with the supplemental measures. These are additional options that may be used on top of the standard distress procedures we’ve already covered. The first one: the distress message of an aircraft in distress can be made on the emergency frequency 121.5 megahertz, or on another aeronautical mobile frequency, if the pilot considers it necessary or desirable. The key point here is that not all aeronautical stations maintain a continuous guard on 121.5 — meaning they don’t always have someone listening on that frequency. So if you choose 121.5, you might not be heard by every station.
Next, the distress message can be broadcast — that is, transmitted without addressing a specific station — if time and circumstances make that course preferable. This is useful when you don’t know who is listening or you need to reach anyone in range quickly.
Another option: the aircraft can transmit on the maritime mobile service radiotelephony calling frequencies. That’s the marine VHF band used by ships, so if you’re over water, you can try to reach a vessel.
The aircraft may also use any means at its disposal to attract attention and make known its condition. This includes activating the appropriate SSR mode and code — specifically, Mode A code 7700. SSR stands for Secondary Surveillance Radar, and Mode A 7700 is the international squawk for emergency. When you set that code, your transponder tells air traffic control and other aircraft that you have an emergency.
Any station — not just the aircraft in distress — may take any means at its disposal to assist an aircraft in distress. So a ground station or another aircraft can step in to help.
Finally, any station that is not itself in distress may vary the elements listed in item ii — that’s the broadcast option — provided that the circumstance is clearly stated in the distress message. In other words, if you’re relaying a distress message on behalf of someone else, you must make it clear that you are not the aircraft in distress.
There’s a note here: the station addressed will normally be the station that is already communicating with the aircraft, or the station in whose area of responsibility the aircraft is operating. So if you’re talking to a particular controller, that’s the station you address.
Now let’s move to the action required by the station addressed, or the first station that acknowledges the distress message. This is a mandatory list — the station shall do each of these things.
First, immediately acknowledge the distress message. That means you confirm receipt right away.
Second, take control of the communications, or specifically and clearly transfer that responsibility. If you transfer it, you must advise the aircraft that a transfer has been made. So either you run the show, or you hand it off and tell the aircraft who is now in charge.
Third, take immediate action to ensure that all necessary information is made available, as soon as possible, to two parties: the ATS unit concerned — that’s Air Traffic Services — and the aircraft operating agency concerned, or its representative, in accordance with pre-established arrangements. The operating agency is the airline or operator. The note here is important: informing the operating agency does not have priority over any other action that involves the safety of the flight in distress, or any other flight in the area, or that might affect the progress of expected flights in the area. So safety comes first — don’t delay critical actions just to call the airline.
Fourth, warn other stations, as appropriate, in order to prevent the transfer of traffic to the frequency of the distress communication. This means you tell other stations to stay off that frequency so the distress communication isn’t interrupted.
So to summarise: the supplemental measures give you flexibility — you can use 121.5, broadcast, maritime frequencies, SSR code 7700, or any other means to attract attention. And once a station receives a distress message, it must acknowledge, take or transfer control, pass information to ATS and the operator, and keep other traffic off the frequency. These are the professional standards you need to know for emergency communications.
