This is an air traffic control service for any aircraft on the manoeuvring area or apron of the aerodrome in respect of which the service is being provided, or which is flying in, or in the vicinity of, the aerodrome traffic zone of that aerodrome by visual reference to the surface. So this is the tower service — it controls aircraft on the ground, on the manoeuvring area or apron, and aircraft flying near the aerodrome, as long as they’re flying by visual reference to the surface. That last bit is crucial: it’s for visual flight, not instrument approaches. Then Aerodrome Flight Information Unit. This means a person appointed by the Authority or by any other person maintaining an aerodrome, to give information by means of radio signals to aircraft flying or intending to fly within the aerodrome traffic zone of that aerodrome. And aerodrome flight information service shall be construed accordingly. So this is the AFIU — a person, not a tower, who gives information by radio to aircraft in the aerodrome traffic zone. This one says: a defined area on land or water, including any buildings, installations and equipment, intended to be used either wholly or in part for the arrival, departure and surface movement of aircraft. The first definition used “commonly used”; this one uses “intended to be used.” Both are valid definitions; you need to recognise which wording goes with which. Next, Aerodrome Control Tower. This is a unit established to provide air traffic control service to aerodrome traffic. So the tower is the physical unit that provides the aerodrome control service we defined earlier. Now, Aerodrome Operating Minima. In relation to the operation of an aircraft at an aerodrome, this means the cloud ceiling and runway visual range for take-off, and the decision height or minimum descent height, runway visual range and visual reference for landing, which are the minimum for the operation of that aircraft at that aerodrome. So for take-off, you need a cloud ceiling and runway visual range. For landing, you need decision height or minimum descent height, runway visual range, and visual reference. These are the minimum weather and visibility values for that aircraft to operate at that aerodrome. Note the distinction: take-off uses ceiling and RVR; landing uses DH or MDH, RVR, and visual reference. Then Aerodrome Traffic. This is all traffic on the manoeuvring area of an aerodrome and all aircraft flying in the vicinity of an aerodrome. So it covers both ground traffic on the manoeuvring area and aircraft flying near the aerodrome. Finally, Aerodrome Traffic Zone. This is airspace of defined dimensions established around an aerodrome for the protection of aerodrome traffic. So it’s a protected volume of airspace around the aerodrome, set up to keep aerodrome traffic safe. Let me tie these together. The aerodrome traffic zone protects aerodrome traffic. The aerodrome control tower provides aerodrome control service to that traffic. The aerodrome flight information unit gives information to aircraft in that zone. And the aerodrome operating minima tell you the minimum weather conditions for operating at that aerodrome. These all hang together around the aerodrome.
