It means safety culture isn't just a written policy; it's the combined result of what everyone in the organisation actually values, how they perceive risk, what they're competent at, and how they behave day to day. Then we have a clear definition: Safety culture is defined as the enduring value and prioritization of worker and public safety by each member of each group and in every level of an organisation. It refers to the extent to which individuals and groups will commit to personal responsibility for safety. And that commitment includes several actions: to act to preserve safety, to enhance and communicate safety concerns, to strive to actively learn, to adapt and modify both individual and organisational behaviour based on lessons learned from mistakes, and to strive to be honoured in association with these values. So it's not just about following rules; it's about a personal and collective dedication to safety that shapes how you act, learn, and improve.
