
This is the start of a new chapter — Chapter 4 of your Operational Procedures manual. I want to walk you through the table of contents first, because it gives you the full map of what we're about to cover. This chapter is dense, and it's all about how an airline — the operator — establishes the rules and procedures that every flight must follow.
We begin with the Establishment of Procedures — that's the foundation. The operator has to write down exactly how things are done. Then we move to the Use of Air Traffic Control, which governs how we communicate and coordinate with ATC. Next is Authorization and Selection of Aerodromes by the Operator — the airline doesn't just let you land anywhere; it has to approve which airports are acceptable for its operations.
Then we get into Planning Minima — ETOPS En Route Alternate. ETOPS stands for Extended-range Twin-engine Operational Performance Standards. This section sets the minimum weather conditions required at an alternate airport you might divert to during an ETOPS flight. After that, Meteorological Conditions covers the weather data you need for planning, and Approach and Landing Conditions tells you what weather and runway state are required to actually conduct an approach and landing.
Aerodrome Operating Minima, or AOM, is a critical concept — these are the minimum visibility and cloud ceiling values for each runway and approach type at each airport the operator uses. Then we have Commencement and Continuation of Approach — the rules for when you are allowed to start an approach and when you must go around if conditions deteriorate.
Instrument Departure and Approach Procedures are the standardised paths you fly on instruments leaving or joining an airport. Noise Abatement Procedures are special departure and arrival profiles designed to reduce noise over populated areas. Routes and Areas of Operation defines where the operator is allowed to fly.
RVSM Operations — Reduced Vertical Separation Minimum — allows aircraft to fly with only 1,000 feet vertical separation between FL 290 and FL 410, instead of the old 2,000 feet. Operations in MNPS Airspace — Minimum Navigation Performance Specifications — is a set of requirements for flying in the North Atlantic, where navigation accuracy must be very high.
Then we have a very specific rule: Maximum Distance from an Adequate Aerodrome for Two-engine Aeroplanes without an ETOPS Approval. This sets a limit — typically 60 minutes at one-engine-inoperative cruise speed — for how far a twin-engine aircraft can be from a suitable airport if it does not have ETOPS approval. That leads directly into Extended Range Operations with Twin-engine Aeroplanes (ETOPS), which allows certain approved operators to fly beyond that 60-minute limit.
Establishment of Minimum Flight Altitudes is about setting the lowest altitude you can fly on each segment of a route, ensuring terrain and obstacle clearance. Fuel Policy is the entire set of rules for how much fuel you must carry — taxi fuel, trip fuel, contingency fuel, alternate fuel, final reserve fuel, and any extra fuel the captain decides is needed.
Carriage of Persons with Reduced Mobility (PRMs) covers how to transport passengers who need special assistance. Carriage of Inadmissible Passengers, Deportees or Persons in Custody deals with passengers who are being refused entry, forcibly removed from a country, or under legal restraint. Stowage of Baggage and Cargo and Galley Equipment is about securing everything in the cabin and hold so nothing shifts during flight.
Passenger Seating covers how passengers must be seated — weight and balance, emergency exit row requirements, and so on. Passenger Briefing is the safety demonstration you give before take-off. Flight Preparation is everything the crew does before the flight — weather brief, fuel calculation, weight and balance, NOTAMs, and aircraft technical status.
ATS Flight Plan — Air Traffic Services Flight Plan — is the document you file with ATC that tells them your route, altitude, speed, and equipment. Refuelling and De-fuelling covers the safety procedures when adding or removing fuel, especially with passengers on board. Crew Members at Duty Stations defines where each crew member must be during taxi, take-off, landing, and critical phases. Finally, Seats, Safety Belts and Harnesses covers the requirement for crew and passengers to be strapped in during those critical phases.
