Now, airworthiness is not just one thing. It’s defined by two complementary sets of standards. Annex 8 of the Chicago Convention deals with airworthiness from the engineering point of view — that’s the design, construction, and physical integrity of the machine. Annex 6 deals with the safety standards necessary for any operation — that’s how the aircraft is actually used, maintained, and operated. So the full airworthiness picture is Annex 8 plus Annex 6, and these standards apply to both performance and flying qualities. Performance is things like take-off and landing distances, climb gradients, and speed limits. Flying qualities are the handling characteristics — stability, control response, that sort of thing. Now let’s look at applicability — who do these standards actually apply to? The Standards of Airworthiness in Annex 8, Part 3 apply to aeroplanes with a certificated maximum take-off mass greater than 5700 kg. That’s a hard number — 5700 kilograms. And the aircraft must be intended for the carriage of passengers, cargo, or mail in international air navigation. Unless specifically exempted, the standards apply to the complete aeroplane — that includes the power-units, the systems, and the equipment. And there’s one more condition: for the standards to be applicable, the aircraft must have at least two engines. So a single-engine aeroplane, even if it’s heavy, wouldn’t fall under these particular standards. The EASA equivalent of these standards is what we call the EASA Certification Specifications, abbreviated CS. Now, the Certificate of Airworthiness — the C of A. This is the document that proves the aircraft is airworthy. It’s issued by the State of Registration — that’s the country where the aircraft is registered — and it’s issued when satisfactory evidence is provided that the aeroplane complies with the appropriate airworthiness requirements. ICAO has specified a standard form for the C of A, and that form must include several specific items. First, the nationality and registration marks — that’s the country code and the registration letters, like the tail number. Second, the manufacturer and designation of the aircraft — for example, Boeing 747-400. Third, the aircraft serial number — that’s the airframe number, think of it like a car chassis number, unique to that individual airframe. And fourth, the categories/operation — that tells you what kind of operations the aircraft is approved for. So to tie it together: airworthiness is the intrinsic safety of the aircraft, defined by Annex 8 engineering standards plus Annex 6 operational standards. Those standards apply to multi-engine aeroplanes over 5700 kg carrying passengers, cargo, or mail internationally. And the proof of compliance is the Certificate of Airworthiness, issued by the State of Registration in ICAO’s standard form, listing the marks, manufacturer, serial number, and categories. That’s the foundation of how we certify an aeroplane as safe to fly.
