When passengers are embarking or disembarking during fuelling operations, they should do so under the supervision of an airline official, and their route should avoid the fuelling zones. So you're keeping the public physically separated from where fuel is being handled, and you're making sure a designated airline official is watching them the whole time. Now, work on the aircraft during refuelling. The precautions here are many and various, but the most pertinent ones are these. First, in case the aircraft settles on the landing gear, all steps, trestles, jacks, and similar equipment should be moved clear. The reason is that as fuel goes on, the aircraft sinks onto its gear, and anything left underneath could be crushed or could damage the aircraft. Second, the main engines should not be operated. Third, strobe lighting should not be used. Fourth, all torches and lamps used within the fuelling zones should be either certified flameproof or of the 'intrinsically safe' type. Let me unpack that. A flameproof torch is built so that any internal spark or explosion is contained and can't ignite the surrounding fuel vapour. An intrinsically safe device is one that's designed so its electrical energy is too low to cause ignition in the first place. Both are acceptable, but they must be certified. And fifth, only authorized personnel and vehicles should be allowed within the fuelling zone, and their number should be kept to a minimum. So you're limiting both who and how many. Now let's look at the external refuelling control panel, which is Figure 16.8. This is the panel you'd use on the ground to control fuelling from outside the aircraft. I'll walk you through the key items. Item 1 is the FUEL QTY indicator. It shows fuel quantity by tank. So it gives you a readout of how much fuel is in each individual tank. Item 2 is the HIGH LEVEL LIGHTS. These come on BLUE when high level is sensed, and the corresponding refuel valve will close automatically. So when a tank reaches its high level, the blue light illuminates and the valve for that tank shuts on its own. That's your automatic protection against overfilling. Item 3 is the REFUEL VALVES SELECTOR, and it's guarded in the NORM position. A guarded switch means it has a protective cover you have to lift before you can move it, to prevent accidental operation. It has three positions. NORM means the refuelling valves are controlled by automatic refuelling logic — so the system decides when to open and close them. OPEN means the valves open when the MODE SELECT switch is set to REFUEL or DEFUEL position. And here's the key detail: in REFUEL, each refuel/defuel valve will close when high level is detected in the associated tank. So even in the OPEN position, the high-level protection still works. And SHUT means the valves close. So the whole logic is: you have a guarded selector that defaults to NORM for automatic control, you can force the valves open for refuelling or defuelling, and you can shut them manually. And regardless of how you open them, the high-level sensors will close the valves to protect the tanks. That's the complete picture of fuelling precautions and the external control panel.
