The items that must always be read back are: ATC route clearances; clearances relating to the use of runways—that means land, take off, cross, enter, back-track, and hold short of; the runway in use; altimeter settings; SSR codes—that's your transponder code; level instructions; heading and speed instructions; and transition levels. So essentially, anything that defines your path, your altitude, or your identity in the system gets read back to confirm you've got it exactly right. Now, let's look at Air Traffic Flow Management, or ATFM. The idea here is prediction. Using modern data processing and prior flight planning—especially repetitive flight plans, or RPLs—it's now possible to predict the traffic loading in each sector of the route structure within an FIR, a Flight Information Region. When that predicted load exceeds what can normally be accommodated, the ATFM unit in the ACC, the Area Control Centre, will advise flight crews and operators that delays are likely or restrictions may be applied. This information is disseminated generally, so that operators can see that any disruption is incurred equitably—no one gets singled out unfairly. In practice, predictable delays are handled by delaying the take-off of an aeroplane, so the delay is absorbed on the ground rather than in the terminal phase of flight. That has clear economic, environmental, and safety advantages, and it's the most obvious practical benefit of ATFM. Now we shift to the control of persons and vehicles at aerodromes. Under the Rules of the Air, the movement of persons or vehicles—including towed aircraft—on the manoeuvring area is controlled by the aerodrome control tower, as necessary, to avoid hazards to them or to aircraft landing, taxiing, or taking off. The tower is the authority on that surface. Then we have Low Visibility Procedures. When Low Visibility Operations are in force—that's when ground visibility is below 800 metres—persons and vehicles on the manoeuvring area will be kept to a minimum. And there's a stricter threshold: special procedures will be implemented to safeguard the ILS and MLS sensitive areas when CAT II and CAT III precision instrument operations are in progress, and that's when ground visibility is less than 550 metres. So the lower the visibility, the more we protect those critical approach areas. Finally, emergency vehicles. Emergency vehicles proceeding to the scene of an accident or incident have priority over all other surface movement traffic. That's absolute. And then the specific rules for vehicles on the manoeuvring area. Vehicles and vehicles towing aircraft give way to aircraft that are landing, taxiing, or taking off. Vehicles give way to vehicles towing aircraft. Vehicles give way to other vehicles in accordance with ATS unit instructions. And notwithstanding all of that, vehicles and vehicles towing aircraft must comply with instructions issued by the aerodrome control tower. So the tower's instruction overrides everything else.
