The movement area is defined as: that part of an aerodrome intended for the surface movement of aircraft, including the manoeuvring area, aprons, and any part of the aerodrome provided for the maintenance of aircraft. In plain terms, this is effectively all the “real estate” of the aerodrome — the whole operational footprint. It can include grass areas, but only where those grass areas are specifically specified for aircraft use. It clearly does not include buildings or other constructed facilities. So the movement area is the broadest category — it contains the other two.
The manoeuvring area is defined as: that part of an aerodrome provided for the — and the excerpt cuts off right there, but I’ll tell you what that definition continues to mean in standard terms: it’s the part used for the take-off, landing, and taxiing of aircraft, excluding aprons. This is the signal square, and it’s used to display visual signals to those non-radio aircraft. The omission of a signal square implies that the aerodrome cannot accept non-radio traffic. So if you don’t see a signal square, you know that aerodrome won’t take you without radio. Finally, the physical construction of an aerodrome depends on two things: the requirements of the aeroplanes using it, and the required availability — also called utilization — of the aerodrome and its services. So the runway length, strength, and layout are driven by the aircraft that will operate there, and by how often and how reliably the aerodrome needs to be available.
