Let’s start with the Expected Approach Time — the EAT. This is a defined term in air law, so I want you to hold the exact definition in your head: the EAT is the time at which ATC expects that an arriving aircraft, following a delay, will leave the holding fix to complete its approach for landing. Break that down. “Holding fix” is the point in space where an aircraft circles — stacks — while waiting for clearance. “Following a delay” means the aircraft has been told it cannot proceed straight in, so it must wait. The EAT is the moment ATC predicts that aircraft will depart that holding fix and begin its final approach to land. It is not the landing time itself — it is the time it leaves the holding fix. Now, when must an EAT be determined? It shall be determined for an arriving aircraft that will be subjected to stacking. “Stacking” is the holding pattern — aircraft at different levels, one above another, waiting. So if ATC knows you will be stacked, they must compute an EAT for you. When must it be transmitted to you? As soon as practicable, and preferably not later than at the commencement of your initial descent from cruising level. So the latest preferred moment is the start of your first descent from cruise — that is the point where you begin coming down from your en-route altitude. There is a special case for aircraft particularly sensitive to high fuel consumption at low levels. Think of a jet that burns fuel heavily when it is slow and low. For those aircraft, the EAT should, whenever possible, be transmitted early enough before the intended descent time — early enough that the pilot can choose the method of absorbing the delay. And if the pilot’s choice is to reduce speed en route, they can request a change in the flight plan. So the EAT is given early so the pilot can decide: do I slow down now, or do I hold later? And if slowing down, they may need to amend the flight plan. Now, revisions. A revised EAT shall be transmitted to the aircraft without delay whenever it differs from the previously transmitted EAT by 5 minutes or more — or such lesser period of time as has been established by the appropriate ATS authority, or agreed between the ATS units concerned. So the standard threshold is 5 minutes, but a smaller threshold can be set locally. The key word is “without delay” — the moment the EAT changes by that amount, you get the new one immediately. There is another transmission rule. An EAT shall be transmitted to the aircraft by the most expeditious means whenever it is anticipated that the aircraft will be required to hold for thirty minutes or more. “Most expeditious means” means the fastest way available — radio, data link, whatever gets it to you quickest. So if the hold is expected to be half an hour or longer, the EAT must be sent by the fastest possible method. One more identification rule. The holding point to which an EAT relates shall be identified together with the EAT whenever circumstances are such that this would not otherwise be evident to the pilot. So if there is any doubt about which holding fix the EAT refers to, ATC must state that holding point explicitly alongside the time. Now let me move to the next part — Information for Arriving Aircraft, paragraph 17.41. During the approach phase, certain information is to be passed to the aircraft. The first item: “When established.” As early as practicable after an aircraft has established communication with the approach controller, the following information, in the order listed, shall be transmitted — except where it is known the aircraft has already received it. So the trigger is establishing communication with the approach controller. Once that contact is made, ATC passes the information in a specific order. The first item is runway-in-use — that is the runway currently active for operations. The second item is meteorological information — the weather, the met data relevant to the approach. Notice the order matters: runway-in-use first, then meteorological information. And the exception — if ATC knows you already have that information, they do not repeat it. Let me tie this together. The EAT is about managing delay before the approach — telling you when you will leave the holding fix. The information for arriving aircraft is about what you get once you are in the approach phase — the runway and the weather, in that order, as soon as you establish contact with the approach controller. Two separate moments in the arrival sequence, two separate sets of rules.
