I want to walk you through the two big ideas here: how a clearance is actually phrased and read back, and then how clearances are co-ordinated between air traffic control units. First, the phraseology. When a controller issues a clearance, standard phraseology is used to speed up both the delivery and the read-back. You’ll hear things like “cleared via flight planned route to…”, or “cleared via Midhurst departure 2G…”, or “cleared via Ockham 1D arrival”. Notice the pattern: the word “cleared” followed by “via” and then a specific route or procedure. When the clearance references a named departure or arrival procedure, like Midhurst departure 2G or Ockham 1D arrival, the pilot is required to refer to the reference document or procedure plate. That plate is the published chart that shows the exact track, altitudes, and restrictions for that procedure. So the clearance is a shorthand — the full detail lives on the plate, and you must have it at hand. Now the second part, and this is the meat of the excerpt: clearance co-ordination. The responsibility for issuing a route clearance for a flight rests with the ACC of the FIR in which the flight originates. Let me unpack that. ACC is Area Control Centre — the unit that controls en-route traffic. FIR is Flight Information Region — the airspace block that ACC is responsible for. So the ACC that owns the airspace where your flight starts is the one that issues your route clearance. Ideally, before issuing a clearance, an ATCU would co-ordinate — that is, agree — the clearance with all the other ACCs along the route. ATCU is Air Traffic Control Unit, the general term for any ATC facility. So the ideal is: the originating ACC talks to every downstream ACC and gets agreement on the whole route before you even get your clearance. But in practice, that is not feasible, especially for long intercontinental flights. There are too many units, too many sectors, too much coordination time. So what happens? The ACC issues a clearance limited to the initial FIR — just the first block of airspace. And here’s a key point: where the flight time in the originating FIR is short — the example given is flights originating from Heathrow entering the Paris FIR — it becomes essential to co-ordinate with at least the next FIR to be entered. Because you’re going to leave your own airspace quickly, you must have agreement with the next unit before you hand the flight over. Where it has not been possible to co-ordinate the clearance for the entire route, the aeroplane is given clearances on a rolling, or downstream, basis from FIR to FIR. That means you get a clearance for one FIR at a time, and as you approach the boundary, the next FIR’s clearance is issued. It rolls forward as you progress. And there’s one more contingency. Under certain circumstances, it may not be possible for the current ACC to obtain a downstream clearance from the subsequent FIR. In that case, the aircraft may be requested to originate communications with the downstream FIR and obtain a clearance prior to entering the airspace of that FIR. So the pilot — you — would contact the next unit directly, establish communication, and get the clearance yourself before crossing into their airspace. So the whole picture is this: the originating ACC owns the clearance, ideally co-ordinates it all the way, but in practice issues it FIR by FIR, and if coordination fails, you as the pilot may be the one to make contact and secure the next clearance. That’s the system.
